The LMPD 1st Division Advisory Board named Officer Brett Ringswald as the
Officer Of the Month for the division. Officer Ringswald responded to a call of
gunshots in the 3400 block of Northwestern Parkway. Upon arrival Officer Ringswald
located a victim with a gunshot wound to the chest. He applied a chest seal and pressure
to control the bleeding until LMEMS and LDF arrived. Officer Ringswald’s quick
action, training, experience and willingness to exercise calm actions helped the victim
survive the injuries. Officer Ringswald actions reflect great credit upon himself, the 1st
Division and Louisville Metro Police Department.
Over all in the 1st Division car thefts are down. Throughout
downtown the Department of Public Works have installed 120
signs reminding people to: Lock Your Car, Take Your Keys and
Hide You Belongings. Good advice whether it is downtown or in
front of your house. Don’t make it easy to steal your possessions.
Throughout the Division violent crime is down. However
robberies are up. It’s the holiday season. Please be aware of our
surroundings. Put your packages in the trunk of your vehicle.
GOOD NEWS! The 1st Division is getting a speed machine. That is the trailer and
sign you see with your speed flashing parked along side the street. Louisville Metro
Council Members James, Arthur and Purvis each contributed one-third the cost from
their district funds to get it. Expected delivery time is late Winter to early Spring.
Pause a moment and think about how big Metro Louisville is in land area. Remember
it is all of Jefferson County now. So Louisville’s revenue comes from all over, but 13%
of all the revenue Louisville gets each year to run all the different departments comes
from DOWNTOWN. That area basically bounded by Broadway to the South, Ninth
Street to the West, the Ohio River to the North and Brook to the East accounts for
thirteen percent of the money Louisville gets each year. Downtown Louisville is in the
First Division and the far East side of Portland boarders the far West side of downtown.
Remember the 1st Division is not just Portland. It includes Russell, Downtown
(DAP), NULU, Phoenix Hill and Butchertown.
Over the past month officers have issued 28 Pedestrian Safety Tickets. Similar to a
traffic ticket you get while driving, PSTs are issued for pedestrians violating foot traffic
laws – primarily being in the street at intersections. Of those 28 tickets, 21 of the people
cited had bench warrants for their arrest. And they were issued in Downtown.

Main St w/keys in the cars in a locked area. Auto stolen from the 100 N. 18th St. Auto
NOT drivable, had to be towed. One catalytic converter stolen in the 1700 Blk of
