PlayPort Opens at Waterfront Park, Bringing New Connections to Portland

Waterfront Park will expand into the Portland neighborhood on March 26th with the opening of the first part of the phase IV expansion, PlayPort. The project, years in the making, is about more than just adding new park space—it’s about connecting neighborhoods and people in new and meaningful ways.

For decades, Portland residents have lived near the Ohio River, yet many have faced challenges in fully accessing and enjoying its benefits. The Phase IV expansion, which adds a total of 22 acres of new park space between 10th and 14th streets, helps bridge that gap. It brings Waterfront Park within a 20-minute walk of more than 10,000 residents, offering a direct, welcoming link between the river and Portland.

“Our mission is to connect people to the river and that’s long overdue,” said Waterfront Park Executive Director Deborah Bilitski, “We have an opportunity with this expansion to honor our long history with the Ohio River and it’s no coincidence that the first part of this is in the Portland neighborhood.”

At the heart of this expansion, and opening first, is PlayPort, an innovative, science-based play and learning area created in partnership with the Kentucky Science Center. Unlike traditional playgrounds, PlayPort transforms large-scale industrial and river-themed objects into interactive play structures. Children can climb on a life-sized excavator bucket, slide down a supersized dump truck bed, and explore authentic maritime artifacts, all while learning about Louisville’s rich history and connection to the Ohio River. More importantly, PlayPort is designed for children of all abilities, with 95% of its play features accessible at ground level or through ramps and pathways, far exceeding ADA standards. The space ensures that every child, regardless of mobility or ability, can fully participate in play, fostering an environment of inclusion and shared experiences.

But PlayPort is just the beginning. The Phase IV expansion, which will take place over several years, will also include a new riverwalk, an observation pier, community gathering spaces, restrooms, and additional parking. These features will enhance accessibility, encourage more community events, and provide Portland residents with an expanded space to relax, play, and connect with nature. The riverwalk will allow pedestrians and cyclists to enjoy seamless connectivity along the waterfront, creating new opportunities for exercise, recreation, and social engagement. This expansion represents a major investment in community connection and environmental sustainability. It also reinforces the idea that great parks should be accessible to everyone, regardless of where they live.
